This afternoon, the Guangzhou Municipal Development and Reform Commission announced the “Guangzhou South Station Regional Industrial Development Plan (2019-2025)”.
This time, the goal is very ambitious:
Guangdong, Hong Kong and Macao Dawan District emerging industry comprehensive cooperation portal hub, modern service industry collaborative development demonstration zone, world-class railway station, global high-end business district facing the world.
Planning research scope: North to the junction of Binhe Road and Dongxin Expressway, south to Shawan Xiangjun Center, west from Chencun Waterway, east to New 105 National Road, involving Shibi Street, Zhongcun Street and Sha There are 6 towns and 19 administrative villages, including Bay Town, Dashi Street, Shatou Street and Luopu Street, covering an area of 36.2 square kilometers.
The core area is centered on Guangzhou South Railway Station, north to Xieshi Highway, south to Xingui Road and Happiness Chong junction, west to Guangzhou South Railway Station along the Happiness River, east to Dongxin Expressway, covering an area 4.5 square kilometers.
Guangzhou South Railway Station is located in South China, but the number of passengers is sweeping across the country, and it is the first high-speed railway hub in China.
Guangzhou South Railway Station has four high-speed railways (Wuguang, Guangzhou-Shenzhen, Guiguang, Nanguang) and three inter-city tracks (Guangzhou Intercontinental, Guangfo Ring Intercity, Fowan Intercity) 4 urban railroads (Guangzhou Metro Line 2, Line 7, Line 22, Foshan Line 2), as well as a number of high-speed roads such as the Nanda Main Line, Guangming Expressway, Dongxin Expressway, and Guangzhu West Line…
The hub is strong and rare in the country.
In 2018, the total number of passengers at Guangzhou South Station reached 163 million, equivalent to 2.3 Baiyun Airport, with an average of 445,000 passengers per day. In the spring of 2019, the average number of passengers reached 532,000 per day. Ranked first in the country.
However, it is such a high-speed railway hub in the universe, but it has long been called “Guangzhou difficult station” by netizens because of its remote location, lack of business, confusion in planning, and unclear guidance.
There is no doubt that South Station has consolidated the transportation hub and country of South China for Guangzhou.The home city has made a great contribution to the operation of the entire Grand Bay area.
But frankly, the station has not been in contact with the surrounding area for 9 years since its opening, which has caused it to remain in the functional phase of the mechanical transportation hub. The high passenger flow has not been able to turn into productivity.
Why did the South Station area not get up? I think there are several reasons for this:
First, the location is remote. Although the high-speed railway station is generally built in the suburbs across the country, compared with similar cities, the location of Guangzhou South Railway Station is indeed more partial. The distance to the city center is about 26 kilometers, more than Beijing West Railway Station, Shanghai Hongqiao, Shenzhen. North Station, the maturity of the surrounding plots is also the lowest, netizens even dubbed the “Foshan Station.”
The geographical location is remote, which makes it difficult for the industry to import and the flow of people is difficult to precipitate. This is almost a common phenomenon in most high-speed railway hubs in the country.
However, with the construction of the Guangfo ring line, the time from the South Station to Pazhou, Financial City and Baiyun Airport will be greatly shortened in the future. Coupled with the renovation and upgrading of Guangzhou Station and Guangzhou East Railway Station, the high-speed rail enters the urban area of Guangzhou, but it is only a matter of time.
Second, land use issues. Although the South Station is located in the outer suburbs and the surrounding area is ridiculous, the construction land is not sufficient, and the distribution is scattered, which is difficult to develop in succession. This affects the introduction of the industry to a certain extent.
This plan shows that the scale of urban and rural construction land in the South Station area is only 16.96 square kilometers. Most of the reserves in the core area have been affected by the relocation of high-voltage lines and track construction. The outer area is mainly based on the old village and the old factory, and the transformation is difficult.
Third, the government attaches importance. The overall business needs of the city are limited, and growth is also a slow process. It is not so easy to start a new business district. Even Zhujiang New Town and Futian CBD have been mature for nearly 20 years.
What’s more, Guangzhou has a lot of development platforms at the moment. Nansha, Knowledge City, Pazhou, Financial City, Science City, Smart City, Yuzhu, all need to be fed, and the industrial base is better than the South Station, which can be diverted to the south. There is not much business resources for this white paper.
Even in the Panyu District, the focus is now on the area around Wanbo and the surrounding area of the university town. The attention should not be too distracting. The former South Station is more like a package for the Wanbo business district, and it is a bargaining chip for its investment. . For the district, the South Station has to get up, at least until Wanbo fills up.

According to the plan, the South Station area will focus on building six major industrial groups, namely the core area of the hub (headquarters economic and business services), the Shibi area (artificial intelligence and high-end equipment), Weiyong area (headquarters economy and professional services), Pingshan area (new generation information technology), Guba area (Lingnan cultural creativity), Xiecun area (biomedicine and health industry).
The details of the six major areas are as follows:
First, the core area of the hub (headquarters economic and business services group)
Planning scope: North to Shizhou West Road, south to Shidu North Road, east to Dongxin Expressway, west to Happiness, with a group area of 404.27 hectares.
Second, Xiecun Area (Biomedical and Health Industry Group)
Planning scope: North to Hanxi Avenue, south to Guangming Expressway, east to National Highway 105, west to Shidu North Road, with a group area of 424.17 hectares.
Development Guidelines: Planning and construction of Guangzhou South Railway Station International Medical Center and Guangzhou, Hong Kong and Macao International Health Industry City (Panyu Park) project.
Three, Weiyong Area (Headquarters Economic and Professional Services Group)
Planning range: from north to Chencun Waterway, south to Guangming Expressway, east to Dongxin Expressway, west to Chencun Waterway, with a group area of 603 hectares.
Development Guidelines: Promote the adjustment of land use control regulations and the renovation of old villages such as Dazhou Village and Weiyong Village, and make good use of land reserves to reserve space for the economic development of the South Station regional headquarters and the construction of new transportation systems.
Four, Shibi area (artificial intelligence and high-end equipment industry group)
The scope of planning: northwest to Chencun waterway, south to Shizhou West Road, east to Dongxin Expressway, covering an area of 877.33 hectares.
Five, Pingshan area (new generation information technology industry group)
The scope of planning: north to Shengshi River, south to Pingshan River, east to Dafu Mountain, west to Chencun Waterway, with a group area of 520.88 hectares.
Six, Guba Area (Lingnan Cultural and Creative Industry Group)
Planning scope: from the north to Country Garden residential area, southwest to Chencun waterway, east to Dongxin expressway, with Gubatong Village, Xinzhou Village and Gubaxi Village as the main body, with a group area of 618.52 hectares.

Of course, the above is just the planning intention of Guangzhou South Station at the micro level. If the South Station area wants to build a world-class high-end business district, it must also have strong support from national policies.
In this regard, I think the South Station can learn from Baiyun Airport and Nansha Port. At present, Baiyun Airport has an airport economic zone as a support, and Nansha Port has a free trade zone as a support. As an important level of Guangzhou’s sea, land and air integrated hub, as the Pan-Pearl River Delta CBD, can the South Station declare the country’s first “Iron Harbor Economic Zone”?
Generally speaking, the aircraft and the high-speed rail are mismatched. The former mainly solves the commuting of more than 1,000 kilometers, while the latter mainly solves the commuting of 100 to 1000 kilometers. Since the airport can declare the airport economic zone, why can the high-speed railway station not declare the railway port? Economic Zone?
In the case of Guangzhou South Railway Station, it is actually a well-deserved transportation center in Dawan District of Guangdong, Hong Kong and Macau. In the future, it will depart from Guangzhou South Railway Station and reach the central city of Guangzhou within 15 minutes (take the Guangfo Loop Line, 200 km/h). 35 minutes to Shenzhen Futian CBD, 48 minutes to Hong Kong West Kowloon, 57 minutes to Macau Gongbei Port.
You can reach Baiyun Airport within 1 hour, as well as all Bay Area cities including Foshan, Dongguan, Zhuhai, Huizhou, Jiangmen and Zhaoqing. With the opening of Guangzhan High-speed Railway and Guangyu High-speed Railway, all cities in the east, west and north of Guangdong can be directly reached within 2 hours. Within 4 hours, you can also reach cities such as Wuhan, Changsha, Guiyang and Nanning.
This transportation advantage is not comparable to any CBD in the Dawan District. Generally speaking, the transportation center can spawn many other centers, such as the convention center, business center, and performing arts center. I believe that there are many articles in it.
In fact, from the perspective of the law of regional development, gathering popularity is always the most difficult, and the support is actually a small matter. As long as the time is ripe, the government plans to be in place, the implementation is strong, and there are first-class operators to operate. The rise of the South Station area is a matter of time.
