Unauthorized methods such as collective discussions and meeting decisions should not be used to replace planning permits and engage in “special tasks”.
The Ministry of Natural Resources stated that rural areas should strengthen land use approval and management of rural construction planning permits and insist on agricultural land. It is strictly forbidden to engage in non-agricultural construction, illegally occupying cultivated land and building houses in violation of the plan in the name of agricultural land transfer, land remediation, etc., and resolutely prevent the phenomenon of collective land being out of control and out of control.
The “Notice” also calls for speeding up the establishment and improvement of the basic information platform for territorial space to form a “one picture” of territorial space planning.
