This “Notice” proposes to adjust the recognition standard of “recognition of housing and loan”:

(1) Acknowledge the room. The property registration records registered by the county-level housing management department shall prevail. House buyers (applicants and co-applicants) who have a record of housing property origin in the place where the house is purchased and where the housing provident fund is deposited shall be included in the recognition scope.

(2) Subscription loan. The housing loan records recorded in the personal credit report of the People’s Bank of China by the buyer (applicant and co-applicant) shall prevail. The housing provident fund loans that are settled and not settled are included in the scope of recognition; those with commercial individual housing loans that are not settled are included in the scope of recognition, and those with commercial individual housing loans that have been settled are not included in the scope of recognition.

The above property rights domicile records and housing loan records are accumulated twice (the property rights domicile record and the housing loan record are the same set of housing, no cumulative calculation), Buying a house again is regarded as the third house.

Compared with the “Notice on Regulating the Relevant Policies of Our City ’s Housing Provident Fund Loan” issued by the Leshan Housing Provident Fund Management Committee on August 27, 2018, it is clear in terms of housing recognition. House buyers (both spouses) who have a record of housing property rights and birth records at the place of purchase, the place of household registration, the place of work, and the place where the housing provident fund is deposited are all included in the scope of recognition “; , Are included in the scope of recognition. “

This also means that the standard of” recognition of housing and loan “excludes the content of property rights records in the place of household registration and the place of work. In terms of loan recognition, loans that have been settled to commercial banks are no longer included in the scope of loan recognition.

According to the “Notice on Regulating the Relevant Policies on Housing Provident Fund Loans in Our City” released in 2018, the Municipal Housing Provident Fund Management Center shall not issue housing provident funds to paid employees who purchase third and above housing Personal housing loan.

Industry insiders believe that Leshan City has adjusted the stricter “recognition and loan” policy in the past, which has led to some home purchases with real estate or loan records Or they may enjoy the re-identification of the number of mortgage loans.

In addition, the “Notice” specifies the maximum loan limit. If both the applicant and the spouse deposit housing provident funds, the maximum loan amount is 500,000 yuan. If the applicant unilaterally deposits the housing provident fund, the maximum loan amount is 400,000 yuan.

Regarding the standard of employee renting, the “Notice” clearly sets the family as the unit, and the standard for single employees can be increased to 10,000 yuan per year; married deposits The annual standard of employees can be increased to 15,000 yuan / year.

The “Notice” will be effective from May 1, 2020 and will be valid for 2 years.
