This can be traced back to the “Administrative Measures for Full-time External Directors of Central Enterprises in Pilot Central Enterprises by the Board of Directors (Trial)” issued by the SASAC in October 2009. According to the relevant provisions of the document, full-time external directors refer to persons appointed and hired by the SASAC to serve as external directors in pilot companies on the board of directors. During the term of office, full-time outside directors shall not hold other positions in the company where they serve, or hold positions in units other than the company they serve.

The full-time outside directors report to the SASAC every six months, and important matters are reported in time.
