From the “China-Singapore Smart City Demonstration Zone” under construction in Jianye District, Nanjing, we are not difficult to find the latest samples of China’s smart cities. Since the establishment of Alibaba’s Jiangsu headquarters in Nanjing Jianye Smart City Demonstration Zone in 2017, a number of digital economic enterprises such as Xiaomi Technology East China Headquarters, Xiaomi Youpin National Headquarters, Netease Youdao Jiangsu Headquarters, 360 Smart Technology Regional Headquarters, etc. Eight of the top ten Internet companies have settled in Jianye.

In the creation of traditional smart cities, there are often three major problems: heavy technology and light mode, heavy design and light construction, and heavy data application. In order to make the city more intelligent, in April this year, Jianye released the first batch of 12 application scenarios of “China-Singapore Smart City Demonstration Zone” such as Smart Farmers Market, Smart Community and Smart Parking. In May this year, Singapore Qiyuan Technology Innovation Center, Singapore Nanyang A number of smart city application scenarios, such as the Smart Education Platform of Science and Technology University, Mingluo Technology (Nanjing) Smart City and Artificial Intelligence Research Institute, have settled in the Eco-Tech Island. In July this year, Jianye signed another 12 smart city projects involving smart pensions. Many aspects of urban life such as smart transportation… It is not difficult to see that the Jianye Smart City Demonstration Zone is growing rapidly.

In order to promote the development of the Jianye Smart City Demonstration Zone in Nanjing, Nanjing has also launched seven major enterprises to support the encouragement policy, and to serve the enterprises in a full-chain manner to create a smart ecology:

I. International resource related support policies:

• The leading enterprises and institutions set up overseas innovation centers and overseas R&D bases, and donated no more than 3 million yuan according to the contribution to Jianye’s economic and technological innovation;

• The world’s top 500 enterprises, top talent teams, and well-known university research institutes have built and cooperated to build collaborative innovation research and development institutions. After being identified, they will not support more than 5 million yuan. Offshore technology incubators will be in the district. The incubation project and talent introduction performance will be awarded no more than 1 million yuan on the basis of municipal awards.

Second, university resources related support policies:

• The world’s top 200 universities have built a platform for industrial innovation such as university science parks and innovation colleges. The establishment of major R&D platforms by top universities at home and abroad will give land, funds and other support in a “one case, one discussion” manner. For the establishment of technology transfer institutions in top universities at home and abroad, no more than 1 million yuan will be awarded;

• Organizations of major alumni associations, classmates, and overseas famous universities in China, and build a network of recruiting talents from all over the world, and donate no more than 500,000 yuan according to the performance of talents. Districts, universities, and enterprises jointly set up talent customization laboratories in Jianye. According to actual investment, no more than 1 million yuan subsidy will be given on the basis of municipal awards.

Third, innovative industry support policy:

• For the newly introduced major innovative industrial projects, give priority support by means of “one case one discussion”, and participate in or undertake national science and technology major projects and national key R&D projects for Jianye enterprises, and allocate funds according to the national funds: 1 Support, for the selection of Jiangsu Province’s innovative leading cultivation plan enterprises, give a one-time reward of not more than 1 million yuan;

• For the science and technology enterprises, each professional service agency that grants no more than 100,000 yuan and contributes to the cultivation of high-tech enterprises will be awarded no more than 200,000 yuan to the leading enterprises. If a new type of R&D institution introduces a high-tech enterprise within the valid period outside the city, or if the company successfully passes the high-level enterprise within 3 years, it will be given a one-time award of 200,000 yuan per unit, up to 2 million yuan;

• For the newly-established domestic and international well-known research and development, inspection and testing, technology transfer and other scientific and technological service organizations, 50% of the actual investment funds, no more than 3 million yuan of support, and rated as excellent technical services at or above the provincial level. Institutional, give no more than 1 million yuan of operational incentives, and grant a subsidy of 100,000 yuan to the newly established technical manager’s office on the basis of municipal awards.

Four, Shuangchuang brand related support policies:

• To provide support for the major technological innovation and entrepreneurship platforms such as the National Public Entrepreneurship Innovation Innovation Base and the National Overseas Students Pioneer Park, with a support of no more than 5 million yuan;

• For domestic and international well-known science and technology operating brands to build technology business incubators and create space in our district, after evaluation, no more than 5 million yuan will be granted for subsidies, and no more than 2 million yuan per year for 300 years. 10,000 yuan, 5 million yuanThe operation subsidy will be supported by the “one case, one discussion” approach for the construction and operation of technology entrepreneur incubators at leading domestic and foreign enterprises;

• If there is a greater influence on the double-creative brand activities organized by the registered science and technology carrier, if the subsidy is not more than 1 million yuan, if there is significant influence, no more than 5 million yuan will be subsidized.

V. Supporting policies for new R&D institutions:

• For the start-up funds invested by the new R&D institutions after filing, give a subsidy of not more than 5 million yuan according to the actual R&D investment, and a new R&D institution that will receive the city-level record performance reward and complete the district-level annual target task. , according to 1:1 to give supporting subsidies;

• After the establishment of a new type of research and development institution, if more than 10 companies are incubating and cultivating within one year, and the actual operation is given, 200,000 yuan will be awarded. For the technical contract amount of more than 5 million in one year, 500,000 yuan will be awarded. For new R&D institutions to purchase internationally leading intellectual property fees, a 30% subsidy can be granted, no more than 1 million yuan.

Six, Science and Technology Financial System Support Policy:

• For the start-up period, the technology companies will be subsidized by 30% of the benchmark loan interest rate for the same period. The single subsidy will not exceed 100,000 yuan, and the total subsidy for each enterprise will not exceed 500,000 yuan. For the start-up period technology enterprises invested by the equity investment institutions in the region, the investment amount of 5% and no more than 1 million yuan will be awarded on the basis of the municipal awards. For the listed companies of Science and Technology Board, no more than 4.2 million yuan for listing subsidies;

• For the Jianye District policy finance leasing company to provide equipment financing leasing business for the technology-based enterprises in the region and suffer bad debt losses, the compensation shall be 20% according to the actual loss amount, and each annual shall not exceed 5 million yuan. If the policy-guarantee company is encouraged to provide financing guarantee for the technology-based enterprises in the region, the compensation shall be subsidized according to 20% of the actual losses after the compensation, and the total amount of each subsidy shall not exceed 5 million yuan.

VII. Double Innovation Environmental Protection Policy:

• No more than 4,000 yuan for each grant of domestically-licensed patents; no more than 150,000 yuan for foreign invention patents filed through PCT and other means; and no more than 10 units for annual authorized patents 150,000 yuan reward;

• For the high-tech enterprises and new R&D institutions in Jianye District, the technical backbone and management team will grant a subsidy of 20,000 yuan per person per year, and no more than 5 people per company. For the annual salary atMore than 1 million headquarters and R&D center technical backbones and management will provide a set of high-end talent apartments for free rental without the financial contribution award.

In addition to the above seven major support policies, the Nanjing Jianye District Government will also hold a Nanjing Smart City Circuit Class to provide innovative ecology and training services for enterprises.
