This year’s Central Document No. 1 proposes to do a solid and orderly job of key tasks in rural development, rural construction and rural governance. At present, some localities are implementing rural road unblocking projects, some are developing digital villages, and some are promoting the improvement of the rural living environment, so as to promote rural construction in an orderly manner.

Rural construction is not only an important part of rural revitalization, but also an important aspect of modernization. Water supply, travel, education, medical care, and elderly care are all related to the happiness of hundreds of millions of farmers. In recent years, my country’s rural conditions have continued to improve, and the rural landscape has become new, but the infrastructure and public services are not perfect, and there are still shortcomings in some areas. For example, toilets are unsanitary and travel is inconvenient. And those rural areas that can attract urbanites to travel have complete facilities and clean village appearance. Under the examination of multiple perspectives, it is of great significance to promote rural construction.

Although the rural construction has achieved remarkable results, there are still some places that fail to grasp the essence. Some blindly demolish and build large buildings, greedy for foreign countries, build large squares and large scenic spots; some copy the urban construction model, making the city not like a city and a village like a village; some are keen to paint houses and build signs, One style is covered to the end, and one color is brushed to the end; some go beyond the stage of development, go against the wishes of farmers, and engage in large-scale co-location of villages.

The next period will be a critical period for the evolution of my country’s rural form. What kind of village to build and how to build a village is an important issue. It can be expected that the concentration of rural population in cities and towns is a major trend, and the pattern of villages will continue to evolve and differentiate. Some villages will gather more people and industries, some will gradually integrate with towns, and some may gradually decline. Rural revitalization is for farmers, and rural construction is for farmers. We must respect the laws of rural development, do good things well, and make farmers satisfied.

Rural construction requires scientific planning. The reality is that some villages have no planning, lack of guidance, and disorderly construction. Some simply apply urban ideas to plan villages, which look beautiful, but are flashy. Villages and cities have different characteristics, and we cannot easily demolish and build new ones. We must not blindly demolish old villages and build new ones, and do not go beyond the development stage to engage in large-scale financing, large-scale development, and large-scale construction, and prevent village-level debt risks. Villages and cities have different functions. Based on the existing foundation of the village, try to preserve the style, shape, texture and pattern of the village, so that people can see the mountains, water, and nostalgia, so as to create a modern version of the Fuchun Mountain Residence Map.

The main body of rural construction should be clearly defined. The government must provide basic public services, not offside or do anything. Farmers are the protagonists of the countryside, and it is not possible to set targets and tasks from top to bottom in rural construction. The key is to give full play to the role of farmers as the main body. What farmers should do should be handed over to farmers as much as possible, especially in their homes and in front of their housesThings behind the house, such as renovation of household toilets, garden hygiene, etc. The government focuses on the things that farmers cannot and cannot do well, such as water supply guarantee and sewage treatment involved in rural toilet improvement, transfer of domestic waste and improvement of public environment in villages.

Rural construction should be highlighted. The purpose of rural construction is to improve production and living conditions in rural areas, and strive to enable farmers to gradually live a modern and civilized life on the spot. Different regions have different levels of development and resource conditions. Therefore, the standard cannot be set too high, the level should be adapted to the locality, the grade can be high or low, and the focus is to ensure basic functions and solve outstanding problems. At this stage, we must focus on the construction of people’s livelihood that is inclusive and basic, especially the infrastructure construction in key areas such as roads, water supply, and electricity. For example, the construction of rural roads is not only conducive to the travel of farmers, but also to the entry of agricultural products into cities, so we might as well prioritize them.

Rural construction strives for practical results. Formalism is the enemy of rural construction. Relative to industry and cities, agriculture and rural areas are slow variables. Agricultural production should be carried out season by season, and rural construction should be carried out step by step. It is necessary to maintain historical patience, do what is right first, and wait for those who are not sure, and work steadily to ensure that one thing is done, and one is done to the satisfaction of farmers. It is necessary to grasp the timeliness and efficiency, do more practical things for people’s livelihood, do not make superficial articles, and focus on the issues that farmers are anxiously looking forward to.
