On October 24, 2019, the official website of the Hainan Provincial People’s Government issued a notice on the issuance of the “Implementation Plan for the Reform of the New Round of Household Registration System in Hainan Province (Trial)”.

The notice mentions two new household registration reform measures. One is to basically cancel the restrictions on the settlement of the province (except Sansha, the same below), and the second is to cancel the distinction between the agricultural hukou and the non-agricultural hukou, and uniformly register as a resident hukou.

The settlement plan for cancellation of settlement is divided according to the settlement method of residents in and out of the province. Residents in the province can settle in the urban areas and towns with established legally stable residences (including leases, the same below) (hereinafter collectively referred to as urban communities) And the residents outside the province who have obtained the residence permit of the province and participated in the basic endowment insurance for urban employees in Hainan Province (temporarily excluding the temporary pension insurance contribution account) and the basic medical insurance for urban employees in Hainan Province, can be in the urban community with legally stable residence. According to the current residence permit policy of Hainan Province, “Notice on Implementation of Hainan Provincial Residence Permit (Trial)”, residents outside the province must obtain residence permit and live in the residence in Hainan Province and apply for temporary residence permit registration for half a year. It is necessary to satisfy one of the three conditions of legally stable employment, legally stable residence, and continuous reading conditions.

The Economic Observer Network has consulted some of the settled agents in Hainan Province and learned that it is difficult for foreigners to settle in Hainan before the implementation of the New Deal. The non-graduate talents need to meet the master’s degree or above, including high-level talents and innovative talents. The requirements for settlement are also generally higher than other provinces and cities, and the settlement of the points must not only meet the score of 80 points, but also have quotas. Only the college graduates are relatively easy to settle down.

The settlement of the New Deal may be the “new need” of Hainan’s property market. In 2018, Hainan implemented the “422” purchase restriction. Since then, the property market has fallen in a cliff-like manner. In addition to the relaxation of the settlement policy, the abolition of the distinction between agricultural and non-agricultural hukou is the focus of the new Hainan household registration policy. The notice mentions that it is necessary to safeguard the land contracting rights, homestead use rights, and collective income distribution rights of agricultural transfer population. (hereinafter referred to as “three powers”), it is not allowed to withdraw from the “three powers” as the conditions for moving out of the household registration, to guide them to transfer the “three powers” voluntarily and in accordance with the law, and to fully implement the decoupling of household registration changes and “three powers”.
