During the fight against the epidemic, as the epidemic situation changed, the gap between epidemic prevention and health materials was still large, and domestic medical supplies were the first to be emptied. In addition to mobilizing production enterprises to increase production, on January 25, Alibaba established 10 A special fund of 100 million yuan for medical supplies, which directly collects medical supplies from overseas. Alibaba International Station, Tmall International, Lazada and other cross-border full-platform “global sourcing”, these materials have also returned to China on the Cainiao global supply chain.

In addition to its own procurement materials, the green channel for rescue materials created by Cainiao has also become the most convenient way for global rescue materials to reach Wuhan directly.

The war is expensive, the collection and transportation of global materials is a complex logistics supply chain system, the sources of goods are widely dispersed, and the distance is long. Sometimes it requires the combined transportation of land, sea and air in multiple modes of transportation. But in Cainiao’s rescue supplies are green, the transit time of the entire cargo is greatly shortened.

Take South Korea ’s assistance to China as an example. With its professionalism and efficiency, Ali Cainiao Green Channel opened a dedicated warehouse in only 6 hours, and developed an online material declaration platform in one day, creating a miracle of the same day delivery of international relief supplies (Korea-China).

Frozen three feet is not a day’s cold. Cainiao Network’s ability to respond so quickly is the result of years of accumulation behind it.

International Big Aid

On January 25, Ali Cainiao officially announced that it would accept free donation and transportation of medical supplies to epidemic areas worldwide. The rookie Wuhan material transportation support hotline: + 86-400-900-5656 is opened at the same time, 20 rookie customer service juniors are in place every day, and they keep answering global calls 24 hours a day.

As of noon on February 2, the hotline received more than 4,600 donors from home and abroad.

At the same time, in order to ensure the legal compliance of multinational donations and transportation of medical supplies, Cainiao Global Supply Chain has produced and published the “Instructions and Precautions for Medical Donations and Transportation of Overseas Donations”. Regulatory requirements, shipping prerequisites, and duty-free passage operation procedures have all been standardized. Detailed to every table neededThe grid information template, filling examples, etc. are all there for the convenience of donors.

After calling the Cainiao Green Channel Hotline, donors will first be asked if they meet three prerequisites:

1. Is it a structural donation?

2. Do you have EOR for export qualifications?

3. Whether the word transportation volume meets 100 kg. (In order to ensure the efficiency of transportation, Cainiao Green Channel announced that it will not accept the transportation of personal donations for the time being, and there is a 100 kg shipping requirement.)

If the above three conditions are met at the same time, the donor will receive a form, which needs to fill in the information of the donor, material details, quantity, pick-up time, place, receiving address and other information. After receiving the form, Cainiao Xiaoer will conduct a telephone return visit to guide the donor to complete the information.

After confirming each donation, Cainiao will arrange a second-year full-time staff to follow up the coordination and implementation of the full-link transportation resources of the material until the goods reach the destination.

In order to improve the efficiency of donors’ application for the green channel, Cainiao’s products and technicians have a remote emergency meeting. It took less than a day to go online. This platform allows donors to fill in data, download and upload forms online, and donors’ efficiency in applying for a green channel has increased rapidly.

In addition to the confirmation of donation information, Cainiao has also considered many ways to improve efficiency in terms of specific transnational logistics routing design and capacity arrangement.

Take the transportation of Indonesian medical supplies to Wuhan as an example. After the goods are cleared from Shanghai Pudong International Airport, the original best plan was to ship to Hangzhou Xiaoshan Airport and fly to Wuhan Tianhe Airport. However, affected by the control of Tianhe Airport, Cainiao’s green channel adjustment plan was changed to land transportation by truck from Shanghai to Wuhan warehouse overnight.

One of the difficulties in cross-border material transportation lies in customs clearance procedures.

In Cainiao ’s global supply chain, after the goods arrived at Chinese ports, Cainiao ’s “second-level customs clearance” technology became a weapon, solving the most throaty problem of goods entering the mirror. Taking Double 11 in 2019 as an example, Cainiao can support customs clearance at 19 ports across the country at the same time, with a daily clearance volume of more than 28 million parcels.

Facing the emergency clearance of a large number of relief supplies, Cainiao cooperated with customs authorities in Beijing, Shanghai, Guangzhou, Hangzhou, Wuhan and other ports to achieve a “second-level clearance” of relief supplies through a long-term digital system.

In terms of the choice of transportation methods, in order to ensure the speed of rescue, Cainiao’s rescue supplies in the green channel are all delivered by air emergency, linking the airlines to arrange flights in time, vacate the space, and even delay flightsIn case of refueling, you can land in China in advance.

For example, China Eastern Logistics undertakes many air transportation tasks for Cainiao Green Channel materials. In order to reserve space, China Eastern decided to cancel other cargoes originally planned to be loaded to make way for rescue materials;

In order to improve efficiency, Korea Airport Cargo Terminal has reduced the time of loading materials from 8 hours to 5 hours. After the improvement of efficiency, only one day on January 31, flights such as CK258, MU5042, and MU5052 carried Alibaba’s over 50 tons of masks and other medical supplies purchased from South Korea, and successively flew from Seoul, South Korea to Shanghai, China.

At noon on February 1, the flight SU208 from Moscow arrived at Pudong Airport 20 minutes ahead of schedule with the accelerator all the way, and raced against time to deliver Alibaba’s medical supplies purchased from Russia in time.

Of course, this is also inseparable from the support of global logistics partners. The day after the announcement, 32 rookie logistics partners joined the program. Among them, there are different types of enterprises such as overseas pickup, warehousing, air transportation, customs clearance, domestic transportation, and terminal distribution. They form a “flying tiger team” for the transportation of medical supplies. Everyone was drawn into an emergency nail group.

With the efforts of many logistics companies, as of February 2 at 16:00, enterprises, overseas Chinese communities, and overseas student groups in 38 countries and regions around the world have called the Cainiao Hotline to request transportation of donated materials, including from Russia and Indonesia. Materials from 15 countries, including South Korea, Japan, Australia, the Netherlands, the United States, Mexico, Dubai, Germany, Thailand, France, Singapore, Spain, Israel, etc. have arrived or are about to arrive in China.


Wuhan speed

The transportation of rescue materials across the country is also based on the timely response of a large number of major Chinese courier logistics companies such as Stone One and One Express, and the rapid mobilization of vehicles and personnel to ensure that medical supplies can travel thousands of miles. Even within three days, the express delivery capacity was mobilized quickly and coordinated, and more than 300,000 pieces of medical supplies were sent to Wuhan Union Hospital from 40 units in 9 provinces across the country.

On the second day that Cainiao opened the green channel, it received an urgent demand from the National Health and Medical Commission: a batch of 40 medical supplies from 9 provinces need to be delivered immediately.
