Vietnam, which is connected to China’s mountains and rivers and has a similar system, has a per capita GDP of only $ 2,800, a quarter of China’s, and average health care. The first country to control the epidemic; in the prevention and control of the new coronavirus epidemic that has affected more than half of the earth, it has also begun to be effective and caused widespread international attention: In the first stage, Vietnam was cured and discharged on February 25th. Of the 16 newly diagnosed patients, so far all 16 patients have been cured and discharged without any death. In the second phase of the epidemic prevention and control since March 6, the total number of infected cases in Vietnam so far is 134, relatively stable.

What’s going on in Vietnam? What effective practices and experiences are there?

Vietnam has enjoyed more than 30 years of peace since the late 1980s, and it has now declared itself a “war period.” However, unlike the past, this time it was fighting the new crown virus.

Since this year, Vietnam ’s epidemic resistance has experienced tension, relaxation, and tension; fighting, stopping, and fighting again.

17 years ago Vietnam was declared by the World Health OrganizationThe first country to control SARS. The resistance to the new crown this time is also beginning to be effective, and its experience and practices have attracted widespread international attention.

The first country to control the SARS epidemic

Time is like an arrow, and the sun and moon are like shuttles. The 17 years have passed. In 2003, the Earth people experienced a thrilling scene. The virus “SARS” swept East Asia. After struggling, people finally controlled the epidemic. One of them was the first to take the lead, which was Vietnam’s neighbor to the south of China.

Vietnam is the first country in Southeast Asia to have a SARS case. On February 23, 2003, the first SARS case in the region was found in Vietnam. By April 8, the last SARS case was found in Vietnam. It took 45 days and there were 63 SARS cases in the country, and 58 were cured. Cases, 5 cases died (all medical staff) .

At that time, Vietnam ’s main experience in combating SARS was: first, strengthening the government’s organizational mobilization work, establishing a national anti-SARS committee, and working closely with the World Health Organization openly and transparently; The epidemic area was closed, and those who came out of the epidemic area were isolated for 14 days. The third was to conduct health checks on inbound tourists from the border and Hanoi, Ho Chi Minh City and Da Nang. The fourth was to launch a large-scale mass prevention campaign.

Given that Vietnam has adopted a series of effective control measures, it has quickly controlled the spread of the SARS epidemic. WHO announced on April 28, 2003 that Vietnam is the world ’s first success Countries controlling the SARS epidemic.

Because Vietnam has controlled the epidemic in just 40 days, in 2003, although the transportation, catering, hotel, tourism and other service industries suffered a certain short-term impact, Vietnam ’s economic development in that year was not significantly affected, with a growth rate It reached 7.2%, even 0.2 percentage points higher than the previous year.

A new title after 17 years of war, with initial results at an early stage

On January 23 this year, it happened to be the day of Wuhan ’s closure. Ho Chi Minh City, Vietnam, was diagnosed with the first case of new coronary pneumonia—this is a 66-year-old Wuhan native from Li Ding. He went to visit relatives in Vietnam on January 13 and infected his son, Li Zichao, who works in Vietnam with the (born 1992) . On January 17, Li Ding began to have a fever, and on January 20, Li Zichao also developed similar symptoms. The father and son were admitted to the hospital for treatment and were diagnosed with new coronary pneumonia.

Vietnam has become the fifth country with new crown virus cases after China, Thailand, Japan, and South Korea.

Since then, confirmed cases of new crown virus have appeared in Vietnam. On January 31, three Vietnamese locals returning from Wuhan were also diagnosed with new coronary pneumonia.

The area with the most severe outbreak in Vietnam is Yong Phuc province. A 23-year-old Vietnamese woman was diagnosed with neo-coronary pneumonia after returning from Wuhan, and began a family infection, which was passed on to her mother, father, nephew, and neighbors, a total of 6 people. As of February 13, a total of 16 cases of new coronary pneumonia have been diagnosed in Vietnam, with distribution from north to south.

In the face of a sudden epidemic, Vietnam has experience in combating SARS, and immediately established a National Epidemic Prevention Steering Committee to release relevant information in a timely manner and take decisive control measures against the epidemic.

The first is rapid quarantine to prevent the spread of the epidemic.

Of the 16 cases of neocoronavirus detected early in Vietnam, 10 occurred in Yong Phuc province, of which 7 were concentrated in San Lai She. The youngest patient was only 3 months old. In order to prevent the spread of the epidemic, the Ministry of Health of Vietnam announced on February 13 that it will isolate the entire population of Shan Lai Society, which has 10,600 residents, for 14 days from that day. The government provides food and free masks to the isolated residents, and each isolated person receives 40,000 VND (about RMB 12) Subsidies, food subsidies of VND 60,000. The management staff of the prevention and control station in the epidemic area each provided government subsidies of VND 200,000 per person per day.

Second, focus on the prevention and control of foreign epidemic input.

Responding to the external characteristics of the epidemic, Vietnam issued a document on January 27, calling on major travel agencies to suspend the entry of tourists from international ports on the northern border. On January 28, 63 of the 65 Sino-Vietnamese land ports were completely closed, and the Vietnamese side left a new Qing (to the Chinese side of Puzhai) , Gu Nan (to the Chinese side) The two border trade fair channels are strictly open to border people under strict control in order to maintain Vietnamese exports to China Agricultural products and imported Chinese materials. On January 30, Vietnam decided to suspend the issuance of entry permits for personnel from affected areas.certificate. On February 3, Vietnam announced the suspension of flights to and from the affected countries. Passengers entering Vietnam from the affected countries were to be quarantined for 14 days for medical observation at their own expense.

Again, it is a large-scale anti-chemical anti-virus.

Vietnam has mobilized anti-chemical troops to clean up neighbourhoods and streets and spray disinfectants. On February 3, Vietnam dispatched anti-chemical troops at the Sino-Vietnamese border at the (to the Tianbao Port in China) to conduct an actual army defense campaign.

At the same time as the epidemic prevention, Vietnam has concentrated treatment of new crown patients in specialized hospitals in Hanoi and Ho Chi Minh City, which has a significant effect. The 16th new crown diagnosed patients were cured and discharged on February 25. So far, all 16 patients were cured and discharged, with a cure rate of 100% and no death.

Vietnam is a low- and middle-income country with a per capita GDP of about US $ 2800 in 2019 and a general level of medical and health care. The initial achievements in the prevention and treatment of new coronary pneumonia have made the world look impressive.

The epidemic has made a comeback, and the whole party has mobilized the entire population to fight the epidemic

At the end of February, after the national new crown epidemic situation in Vietnam was cleared, there was a sigh of relief. However, a full 10 days after it was cleared, a flight from London broke the peace in Vietnam. On March 6, Vietnam reported the 17th patient diagnosed with new coronary pneumonia. The resurgence of the new crown virus epidemic signifies that Vietnam has been affected again and the epidemic has entered the second stage.

The 17th confirmed patient in Vietnam is a 26-year-old Vietnamese female. She flew from Hanoi to London on February 15 and later went to Italy and France, where the epidemic was severe. On February 29, she developed symptoms of unexplained fatigue, cough, etc. She went to the hospital without medical treatment and without any protection. Vietnam Airlines flight VN0054 from London to Hanoi returned to Vietnam.

In just two days after the woman was diagnosed, another 18-30 new confirmed cases of New Crown appeared in Vietnam, 10 of which were from flight VN0054.

Since March, the new crown epidemic has spread rapidly around the world, especially in Europe and the United States. A large number of new cases have been added rapidly. After the 16th new crown patient in Vietnam was cured and discharged, many Vietnamese who traveled or even lived in Europe and America flocked back to Vietnam. .

On March 10th, the 32nd confirmed patient with neo-coronary pneumonia announced by the Ministry of Health of Vietnam (N.T.T.) is particularly eye-catching. The case was a female, 24 years old, Vietnamese, and had lived in London, England for a long time. After playing with the 17th patient in the UK on February 27, she developed cough symptoms on March 2. On March 7, I went to the hospital to see a doctor. The cough did not relieve after taking the medicine. The family was uneasy, and they spent about 400,000 US dollars, including a private jet model of Falcon 8X (Flight number: WGT2B) , NTT Pick it up. After a 13-hour flight, N.T.T. returned to Vietnam on March 9, and was then quarantined at the Cu Chi Field Hospital in Ho Chi Minh City. He was diagnosed with new crown pneumonia that day.

As of the morning of March 25, Vietnam has confirmed 134 new crown patients. Two days ago, the Standing Committee of the National Assembly of Vietnam held its 43rd meeting. The chairman of the National Assembly, Ruan ’s Gold and Silver, chaired the meeting, and the Vietnamese National New Crown Prevention and Control Committee ’s director and deputy government ’s deputy prime minister, Vu Tak Chin reported at the meeting that Vietnam ’s epidemic was seriously developing. It is possible that 600-4000 people will be infected, 40-60 people will die, or even make the worst plan-Vietnam may have 30,000 people infected.

In the early stage of the epidemic, Vietnam was mainly directed by the government to fight the epidemic. Prime Minister Nguyen Xuan Phuc has repeatedly emphasized that “resistance to the epidemic is like resistance to the enemy.” Even if the economy suffers certain losses, protecting the safety and health of the general public should be a top priority, and timely measures should be taken to prevent and control the spread of the epidemic.

With the epidemic situation getting worse, the Central Committee of the Communist Party of Vietnam has moved from behind the scenes to the front desk to deploy anti-epidemic directly. On March 21, Nguyen Van Tse, the top leader of the Vietnamese party and state, chaired the meeting. The meeting judged that the current epidemic situation in Vietnam is that Vietnam has entered a “war period”. Chen Guowang, Executive Secretary of the Secretariat of the Central Committee of the Communist Party of Vietnam, signed the conclusion of the meeting on behalf of the Politburo.

At the meeting, Ruan Fuzhong emphasized that the epidemic was fierce and all departments at all levels must go all out to strictly guard against death and control the spread of the epidemic. In view of the complex and changing epidemic situation and when the epidemic situation will end, it is difficult to predict. The departments at all levels cannot revel in the epidemic prevention achievements in the earlier stage.

Vietnam has strengthened its previous prevention and control measures. From March 22, all foreign flights will be stopped. For internal non-proliferation, focus on focus, centralized isolation, and centralized treatment. In addition to enforcing health declaration procedures, extend the school suspension period again in many places, focusing on Hanoi, Ho Chi Minh City, Da Nang, etc., which have frequent exchanges with infected countries Epidemic prevention and control in many provinces and cities.

Vietnam and China have “mountain, mountain, and river”, with a common land border of 1347 kilometers. The national conditions are the most similar, and both sides have close economic, trade and personnel exchanges. Southeast Asia is already China’s number one trading partner. Vietnam among the 10 ASEAN countries ranks first. In 2019, the trade volume with China reached US $ 116.8 billion, and in the same year, China’s tourists to Vietnam reached 5.8 million.

It is to be seen how Vietnam ’s second-stage epidemic will be combated.
