On May 11, the Shanghai Consumer Protection Commission responded to Fengchao ’s overtime charges.

In response, the Shanghai Consumer Protection Commission said that after the Fengchao Express announced the implementation of overtime charges recently, it caused widespread consumer dissatisfaction. The Consumer Protection Commission of Shanghai also received a lot of consumer feedback and consultation. The Shanghai Consumer Protection Commission believes that:

First, the express company should put express items into the express cabinet, and all consumers should obtain the explicit consent of the consumer.

Before the courier is placed in the courier, the courier company should clearly inform the consumer about the situation and legal consequences, and obtain the consumer ’s explicit consent. Each express is a separate contract, and it must be clearly agreed by consumers to achieve “one item and one confirmation”. If the courier company puts the courier into the express cabinet without the consumer’s consent, the consumer may complain to the Consumer Protection Commission.

2. The use of the common parts of the property to engage in the operation of express cabinets shall require the consent of the owners ’meeting.

The common parts of the property belong to all the owners and should also serve all the owners. Express courier cabinet enterprises that use common areas of community properties to engage in courier cabinet business shall go through the relevant procedures in accordance with the regulations after obtaining the consent of the relevant owners, owners’ assembly, and property service enterprise (property company).

Third, the charges and transaction conditions of the express cabinet should be fair and reasonable.

For express cabinet operating enterprises that occupy an exclusive position in the residential area, the charging and transaction conditions should be set in a reasonable way, and the opinions of all owners should be widely consulted, thus Fully protect consumers’ fair trading rights.

The response finally stated that during the outbreak, many communities provided convenience for owners by setting up a public courier rack to temporarily store courier for free. Consumers also generally believe that this practice is very good. Based on this, the Shanghai Consumer Protection Commission recommends that residential communities in this city establish more free public express delivery racks to meet the actual needs of consumers.
