I. Supported Objects

During the period of epidemic prevention and control, the central government will implement the aircraft according to the design plan approved by the Civil Aviation Airworthiness Certification Department of China Cabin loading modification project (hereinafter referred to as cabin loading modification project), as well as for domestic and foreign airlines using passenger traffic rights from April 1, 2020 to fly between our domestic destinations (excluding Hong Kong, Macao and Taiwan regions) and foreign destinations Between the non-passenger international cargo flights (hereinafter referred to as “unpassenger international cargo flights”) provide financial support.


Second, support standards

(1) Modification of cargo loading in the cabin.

Subsidize the expenses incurred in the implementation of the refitting project in the cabin during the prevention and control of airline outbreaks. The subsidy standard is subsidized according to 80% of the reconstruction cost, and is divided into two levels according to the type of aircraft: the maximum subsidy for each single-aisle aircraft is 800,000 yuan, and the maximum subsidy for each dual-aisle aircraft is 1.45 million yuan. The specific subsidy amount is determined according to the actual transformation cost approved by the Civil Aviation Administration.

(2) International cargo flights that do not carry passengers.

1. Rewards are given to non-passenger international cargo flights in flight during epidemic prevention and control. The award criteria are divided into eight gears according to the flight mileage and the maximum weight of the departure.

2. The award amount shall be verified in accordance with the number of airlines actually carrying non-passenger international cargo flights during the epidemic prevention and control period and the standards specified in this notice.


Three. Application procedures

(1) China National Aviation Corporation Limited, China Eastern Airlines Group Corporation, China Southern Airlines Group Corporation (below) (Referred to as the three major airlines) and foreign airlines regularly submit capital application documents and related certification materials to the Civil Aviation Administration and the Ministry of Finance. Other airlines submit the capital application and relevant certification materials to the civil aviation regional administration and provincial financial department where the company is registered, and after the civil aviation regional administration and provincial financial department review, report to the Civil Aviation Administration and Ministry of Finance.

(2) The Civil Aviation Administration will review the airline ’s application documents and related materials based on the relevant data, and submit the results to the Ministry of Finance.

(3) The Ministry of Finance allocates funds to relevant enterprises and localities according to the review and relevant standards of the Civil Aviation Administration, among which: the funds of the three major airlines are directly allocated by the Ministry of Finance; Domestic airlines issue local transfer payments through the central government, and the local financial department is responsible for disbursement; foreign airline funds are included in the CAAC department budget, and the CAAC is responsible for the transfer. The payment of funds shall be carried out in accordance with the relevant provisions of the central treasury payment.

(4) Each airline shall be responsible for the authenticity and accuracy of the application materials. Any unit shall not withhold or embezzle supporting funds.
