Zhang Yansong, deputy to the National People ’s Congress and director of the Yunnan Provincial Department of Finance, suggested that the general transfer payment to Yunnan should be further strengthened. The allocation of special bond quotas continues to give priority to Yunnan; further increase the support for the construction of the public medical and health system at the border of Yunnan; the state’s layout to increase support for Yunnan and other western regions when promoting new infrastructure construction.

Yang Hongbo, deputy to the National People ’s Congress and director of the Yunnan Provincial Development and Reform Commission, also suggested that Yunnan should be given more favor and support when arranging government bonds and allocating special bond quotas.
