In order to further standardize the order of pig transportation, effectively prevent the risks of transportation, and maintain the recovery of pig production, the Ministry of Agriculture and Rural Affairs, the Ministry of Transportation, and the Ministry of Public Security decided on the basis of the special rectification of illegal and irregular pig transportation and transport activities currently under way in the agricultural and rural departments From the beginning of June to the beginning of September, a 100-day special crackdown operation (hereinafter referred to as the “100-day operation”) was carried out nationwide to mobilize and transport pigs in violation of laws and regulations. The relevant matters are hereby notified as follows.

First, work objectives

Through the 100-day action, the establishment of agricultural and rural areas, transportation, public security, etc. The department’s collaborative work mechanism for pig transportation and transportation, weaving dense supervision networks focusing on highway entrances and exits at provincial boundaries, important hubs, and counties, improving the supervision mode combining fixed station inspection and mobile inspection, and prosecuting and promulgating a number of typical cases of violation To form a long-term mechanism to effectively prevent the spread of African swine fever and other major animal diseases through transportation links.

Second, key management and control measures

(1) Supervising network for the transfer and transportation of woven dense pigs. The local agricultural and rural departments should promote the province to formulate and publish designated channels for the cross-provincial transportation of animals and animal products as soon as possible, and use the existing checkpoints and other resources in conjunction with the transportation departments to ensure that inter-provincial animal health supervision and inspection stations should be set up. Provinces should actively explore joint station building, joint law enforcement, and resource sharing. To thoroughly analyze the characteristics of the pig transportation regulations in the county, the agricultural and rural departments, together with the transportation and public security departments, make overall use of department resources, and scientifically arrange inspection sites to ensure that there are no gaps in the entry and exit of pigs.

(2) Strengthen the inspection and control of live pig transfer. Local agricultural and rural departments should establish joint law enforcement mechanisms with the transportation and public security departments, make overall use of various strengths and resources, and ensure that inspectors should be dispatched. The inspectors at each site shall strictly inspect the quarantine certificate of pigs, ear tags of livestock, record form of pig transportation vehicles, clinical health of pigs, cleaning and disinfection of transportation vehicles, etc. trafficThe transportation department should organize highway management agencies and toll road operation and management units, rely on highway overtaking stations and toll stations, cooperate with the agricultural and rural departments to do a good job in joint prevention and control, and notify the agricultural and rural departments in time when suspicious vehicles are found and assist in the relevant disposal work. . The public security department shall assist the agricultural, rural, and transportation departments to supervise and inspect the pig transportation vehicles, and promptly handle obstruction inspections, violent resistance, and other emergencies according to law.

(3) Seriously deal with violations of laws and regulations. During the inspection, the behavior of transferring pigs in violation of laws and regulations shall be handled on the spot, and no return shall be persuaded. Under the supervision of the local animal health supervision agency, the live pigs without the quarantine certificate, without the ear tag of the livestock and the transportation vehicle are not under the supervision of the local animal health supervision organization, and shall observe and isolate the area for 15 days. For pigs that are sick, die or have positive African swine fever tests, they must be resolutely killed and no subsidies should be given. The illegal cargo owner and carrier shall be punished strictly according to law; those suspected of committing crimes shall be transferred to the public security organ for investigation and punishment according to law. Regarding illegal and illegal pig trafficking involving multiple provinces, the relevant provinces should promptly inform each other about the situation and establish an efficient collaborative investigation mechanism to ensure that the source is found. The agricultural and rural departments at all levels should give full support to cooperating with the public security department in case investigation and handling. (4) Strict pig pig vehicle record management. Intensify supervision and inspection, and urge car owners and carriers to clean and disinfect pig transportation vehicles according to regulations before loading and after unloading.

(5) Strengthen the supervision of hog transportation informatization. Accelerate the promotion of the “Muyuntong” vehicle filing system to ensure that the docking with the animal quarantine electronic certification system is completed by the end of June. To explore the use of informatization methods to strengthen the management of units and employees involved in the acquisition and trafficking of pigs. The China Animal Disease Control and Prevention Center should add the acquisition and trafficking module to the “Muyuntong” system as soon as possible, promote its use throughout the country, and collect relevant information. Local agricultural and rural departments should attach great importance to new trends in the sale of live pigs through the network and violate laws and regulations, and arrange for special personnel to monitor the local sales situation of the network platform. If any abnormal situation is found, it will be checked with the public security and other departments in time. The public security departments should closely focus on “information flow”, “fund flow”, and “logistics”, actively use the big data guided investigation mechanism, fully apply the informationized research and judgment model and the cluster combat method, dig deep into the criminal chain, and completely destroy the criminal network.

Three2. Deployment and implementation

(1) Mobilization and deployment stage (from the date of issuance of this notice to June 1, 2020). All localities should establish a joint working mechanism of organizational leadership and departments from top to bottom, quickly communicate and implement the requirements of the 100-day action to the lowest level, and clarify the work responsibilities and tasks to specific units and individuals. According to the actual situation in the jurisdiction, it is necessary to formulate a specific plan to increase the deployment of inspection sites as soon as possible, and to train the use of relevant information systems and the essentials of license inspection.

(2) Organization and implementation phase (June 1st to August 31st, 2020). All localities should ensure that personnel arrive quickly, the measures are fully implemented, and the situation is dispatched in a timely manner. From June 1, the Ministry of Agriculture and Rural Affairs will implement weekly scheduling for the 100-day operation. The provincial agricultural and rural departments will report on the status of the 100-day operation before 12 o’clock every Monday, with emphasis on the inspection of site settings, inspection of vehicles and the number of pigs.
