Beijing released the “About One-Time Issuance of New Energy Passenger Car Index Configuration Scheme (Draft for Comment)”. According to the opinion draft, there are several important information:

1. From next year, it is planned to add a new number-based number-sharing rule. The family number-based number will be calculated based on the points of each family applicant. The family and the individual share the same number. The index configuration is inclined to “car-free families”, giving “car-free families” significantly higher than the individual’s lottery winning rate and the number of new energy index quotas.

2. From next year, it is planned that 80% of the annual allocation of new energy passenger cars will be allocated to households and 20% to individuals.

3. Increasing the limit on the number of individual applications for updating indicators, and at the same time letting individuals with multiple vehicles in their names transfer registered vehicles to eligible close relatives. Specifically, each person can only keep up to 1 minibus indicator.

4. From next year, it is planned to register the vehicle change between the husband and wife, the marriage relationship will last for one year, and there will be no car or indicators under the name of the transferee.

5. From next year, it is planned to apply for the update of the passenger car. You can submit the application at any time after the vehicle has completed the transfer and cancellation registration, and there is no longer a 12-month application time limit.

6. From next year, the target allocation will be adjusted from once every two months to three times a year. New energy indicators are allocated in May each year, and common indicators are allocated in June and December each year.

That is to say, the current “marriage and transfer” transaction law on which car dealers live is no longer alive. Families without a car will have more opportunities to shake Beijing license plates.

Of course, the “car-free family” as a number-signing individual is in the same number pool as the individual number-signing person. However, because of the introduction of point regulations, the probability of winning a lottery for a car-free family will be higher.

As for how much car-free families can take advantage of the number, the policy also gives a set of explanations:

If you have a three-generation family, the main applicant, the main applicant ’s spouse, 2 children, and both parents of a total of 8 people, 4 of them are participating in the lottery, the number of personal ladder 5.

The rate of your winning lottery is 126 times that of the individual ’s first lottery winning lottery, and more than 25 times the rate of the main applicant ’s personal participation in the lottery lottery.

If you are a family of three, the odds of winning the lottery is 54 times the rate of winning the first lottery by individuals. It is more than 10 times the rate of the main applicant’s personal participation in the lottery.

First of all, the concept of family is at least two people. The parents ’generation is not very good. For car-free families, to increase their probability of winning a lot, having more children is a good direction. Of course, such a calculation is also reasonable. After all, if there are more children, your car demand will definitely be more intense.

The submission also explained that such adjustments are mainly due to the fact that there are too many people shaking the lottery, and the probability of everyone winning is too low, and family cars are relatively rigid and should be supported.

In fact, it is precisely because of the number-sharing system that there are a large number of people in the number pool who are not in need of the number-sharing. For example: in order to fear that they will use the car in the future, or think about speculators who have rented the license illegally , University students in Beijing holding a collective account to try their luck, etc.

On the other hand, there are still a large number of occupied number cars in Beijing. The vehicles are old and do not move so much, but still occupy the number plate resources. This is also the core of Beijing ’s desire to launch a “one person, one car” policy.

Each person can only keep one minibus indicator at most. If there are multiple passenger cars registered in the city under the name of one person, one of the vehicles can be selected to update the indicator when the vehicle is updated. The remaining vehicles are not allowed to update the indicators, but they are allowed to report to the passenger cars that are not registered in the city. For spouses, children, and parents to transfer and register redundant vehicles, the transferee does not need the indicator documents but must meet the conditions of “individuals whose domicile is in this city”.

In a way, if you have multiple vehicles, there are two road surface policies:

1. When the policy is implemented, transfer it to the immediate family.

2. Update the indicator before the policy is implemented and buy a new car, so that the use time of this indicator can be extended as long as possible until the vehicle is scrapped.

In addition to these policies, what is more important is the future indicator allocation mechanism. In the allocation of new energy indicators, in addition to the allocation of indicators to units and operating vehicles, first of all, 80% of the indicators will be based on the household points. “Car family” priority configuration.

In the second half of this year, Beijing will also issue an additional 20,000 new energy passenger car indicators at a time, all of which will be allocated to “car-free families”.
