The “Several Opinions” proposes that the implementation of environmental impact assessment and sewage permits for new projects “combines both certificates”. The construction unit can simultaneously apply for (change) the sewage permit while applying for the project EIA approval, and realize the new management model of two administrative permit items “one set of materials, one form application, one acceptance, simultaneous approval, and one completion” .
Gong Hongbing, Director of the Ecological and City Appearance Management Division of the Lingang New Area Management Committee, introduced that the sewage permit is applied after the project operation based on the EIA approval. There are many materials and The EIA approval overlaps. At the same time, the period from the beginning of the EIA approval to the actual operation of the project and the application of a sewage permit will last at least 2 years. “Now implement “two certificates in one”, apply for sewage permits directly during the EIA review, reduce the materials for certification, and optimize the business environment.”

For projects with small environmental impact and controllable risks, if the environmental impact report was originally required to be prepared, the form of environmental impact assessment will be simplified into an environmental impact report form. Those who originally requested the preparation of the environmental impact report form shall adopt the notification commitment management and implement it immediately.
In addition to simplify the management of the total amount of major pollutants, chemical oxygen demand, ammonia nitrogen, sulfur dioxide, nitrogen oxides, soot, volatile organic pollutants, etc. If the newly added total amount of single major pollutants is 0.5 tons/year or less, it is exempted from submitting the source description of the total amount of major pollutants.

To achieve the “double halving” of the EIA technical evaluation time limit and the EIA approval time limit, the technical evaluation time limit of the environmental impact report and report form should be reduced to 15 and 7 days, respectively . The time limits for approval of the environmental impact report and report form were reduced to 10 working days and 5 working days, respectively. The implementation of the “tolerance-to-be-tolerant” mechanism for accepting EIAs, for applications that can be completed within the prescribed time, can be accepted by “tolerance” during the EIA acceptance phase.
The “Several Opinions” request to reduce the amount of EIA procedures. First, all the projects that originally prepared the environmental impact registration form and required to be filed are exempted from going through the EIA procedures. Second, some projects in the production of environmental impact report forms in industries such as manufacturing, electronic communications, social services, and urban infrastructure are exempted from going through EIA procedures.
For projects exempted from EIA, the construction unit does not need to prepare EIA documents, nor does it need to go through relevant approval and filing procedures. Yu Feilin said that after the implementation of the “Several Opinions”, about 60% of the projects in the Lingang New Area will be exempted from going through the EIA procedures. The time for the preparation and approval of EIA documents will be further shortened, the efficiency of administrative examination and approval will be significantly improved, and the process will be more efficient and convenient. , The business environment is more optimized.
