First, accelerate the formulation of the “Data Security Law” to define the boundaries for the rational use of data. On the basis of effective data protection, through the rational use of data, promote the development of national big data, so that people can enjoy the dividends of the big data era.


The second is to set up extra-territorial applicable provisions in data protection legislation to protect national data sovereignty. It is necessary to provide law enforcement basis for cracking down on overseas criminals against our country ’s data crimes, and at the same time maintain our data sovereignty.


The third is to strengthen data asset transaction management and cultivate a healthy data transaction market nationwide. Provide a safe, reliable, efficient and active trading platform for the circulation of data assets.


Fourth is to establish a data protection officer system and improve corporate data protection organizations. Through the data protection officer system to improve the business operation of the company in accordance with laws and regulations, and cultivate the professional quality of employees ’data asset protection.


Fifth, increase the intensity of attacks against data security violations, and establish a special information trial agency. It is recommended to set up a special information trial court to conduct special trials on data infringement and data crime to achieve efficient use of judicial resources.


Six is ​​to strengthen law popularization to the people of the country and create an atmosphere of data protection. Strengthen people ’s understanding of data rights content and rights protection channels, promote the national big data strategy, and accelerate the construction of digital China.

For the future of China ’s aviation logistics, Liu Shaoyong suggested that it will shift to a higher value, faster distribution and smarter way to achieve more qualityAnd efficient transportation. Specifically, he made four suggestions:


First, we must build a world-class aviation logistics enterprise with global competitiveness. Based on the state-owned cargo airlines, it is recommended to establish leading aviation logistics enterprises to promote the multimodal logistics of air-rail, air-ground and air-sea transportation, and form a large logistics development pattern.


The second is to build an aviation logistics hub. Choose areas with complete industrial facilities, comprehensive transportation, and broad development prospects to build or transform professional cargo airports.


The third is to build a comprehensive aviation logistics information platform. Relying on cutting-edge technologies such as 5G and Internet of Things, the airport electronic freight information platform, smart security inspection information system and the civil aviation administration industry-level aviation logistics public information service platform construction project are organically integrated.


Fourth, we must increase support for domestic aircraft. At present, China ’s passenger and cargo aircraft are mainly imported from Europe and the United States. It must be considered from the national strategic level, and policy support from R & D, operation, service and other aspects must be increased to enable domestic large aircraft with completely independent intellectual property rights Flying into the sky.

Regarding the further improvement of civil aviation emergency management capabilities for public health emergencies, Liu Shaoyong said that this is not only an urgent need for the current epidemic prevention and control situation, but also a future human and major infectious disease The urgent need for struggle.

He suggested that on the basis of the epidemic prevention and control practice, the system construction of civil aviation to respond to public health emergencies should be improved as soon as possible to effectively reduce the possibility of public health emergencies The hazards and losses caused will further enhance civil aviation emergency management capabilities for public health emergencies.

In response to the shortcomings and deficiencies exposed in epidemic prevention and control, the Civil Aviation Administration authorized by the State Council to issue emergency policies on behalf of the industry, local governments and airports around the country must implement them uniformly.

The second is to establish a mechanism. Clarify the organization leadership, division of responsibilities, work processes, and business interfaces of the civil aviation system in response to public health incidents, establish and improve the joint prevention and control mechanism, and continuously improve the standardization and institutionalization of emergency response of the civil aviation system.

The third is to perfect a plan.
